In recent years, the needs of students' activities have become increasingly diverse, and there is a growing demand for an environment where students can choose from a variety of options, rather than being limited to school clubs. In some regions, due to declining birth rates, the range of activities that can be offered through school clubs is becoming limited, making it difficult to maintain the traditional way of operating these clubs. Furthermore, while maintaining the existing system of teachers serving as advisors for all activities, regardless of their specialization, is becoming increasingly difficult in the context of school reforms, I believe that it is necessary to review this system.

With this in mind, we will continue to develop new environments that allow students to participate in and enjoy a wide range of activities that they have chosen themselves, in collaboration with sports organizations, cultural organizations, parents, and private businesses, tailored to the specific circumstances of schools and local communities. In Konan City, we will gradually transition from school clubs to community club activities, starting with activities where the necessary facilities and instructors are already in place.
Currently, the Konan City Education Committee directly manages the program, but in the future, we will focus on activities led by local communities and organizations. This will involve identifying and developing suitable partners and resources.

Objectives of regional expansion
In Konan City, starting in September 2026, we will fully implement the guidelines established by the Japan Sports Agency and the Agency for Cultural Affairs, to transition from school-based club activities to community-based club activities. This initiative aims to create a sustainable "place for students" where all middle school students within Konan City can participate and easily enjoy sports and cultural activities. Students can freely choose and participate in activities regardless of which school club they belong to.
Regarding community club activities, this section covers the period from September 2026 to March 2027.

Generally, classes will be held four times a month (either on a Saturday or a Sunday).

休日の部活動を地域クラブ活動へと展開します
昨今、生徒の諸活動のニーズが多様化しており、部活動の枠にとらわれずに様々な種目等、生徒が選択できる環境が求められています。地域によっては、少子化が進む中、開設できる部活動の種目が限られてしまうことから、学校部活動を従前と同様に運営することが難しくなってきています。また、専門性に関わらず教師が顧問を務めるこれまでの指導体制を継続することは、学校の働き方改革が進む中、見直しが必要であると考えています。これを踏まえつつ、学校や地域の実態に応じて、スポーツ団体、文化団体、保護者、民間事業者等の協力のもと、生徒が自ら選んだ多種多様な活動にチャレンジし、親しむことができる機会を確保することを目指し、新たな環境整備を進めていきます。江南市では、活動場所や指導員等の準備ができた種目から、順次部活動から地域クラブ活動へ展開していきます。
現在は、江南市教育委員会が直接運営していますが、今後、地域等を主体とした活動にするために、環境整備や実施団体等の発掘、育成に取り組んでいきます。

地域展開の目的
江南市では、スポーツ庁及び文化庁が策定したガイドラインに従い、令和8年9月から休日の部活動を地域クラブ活動へと、その展開を本格実施していきます。江南市内の中学生がだれでも参加することができ、気軽にスポーツや文化活動を楽しむ、持続可能な「生徒の居場所づくり」を主旨とした活動とします。学校で所属する部活動に関らず、生徒が自由に種目を選択し、参加することができます。
